Draft Goals, Objectives and Action Plans


Goal: Establish a stable and sustainable SOSSEC program funding stream



Objectives:



  • Improve the process for generating and securing Congressional Adds
  • Reduce or eliminate the dependence on Congressional Adds for SOSSEC program funding by creating a “core” funding line for the SOSSEC program requirements

Action Plans: TARGET COMPLETION
1.Develop a caucus of area 31 March 2006
congressman who support the
mission and vision of the SOSSEC
program
2.Develop a coordinated yearly 03 February 2006
submission of integrated
Congressional Adds for SOSSEC
programs
3.Develop an “outreach” plan to 16 September 2005
promote the benefits of these
“Adds” to Congressional
Leadership
4.Promote the benefits of the SOSSEC 18 November 2005
program Integration Products to
DHS, DoJ as well as DoD
5.Develop an FY07 POM submission 1 May 2006
for the SOSSEC program with a five
year funding stream
6.Develop a “sponsor” (organization 03 March 2006
or individual) to champion the POM
submission



Goal: Establish the capabilities to research, develop, consult, test, demonstrate and deploy force protection, Homeland Defense, Homeland Security solutions



Objectives:



  • Develop, document and maintain a standards- based Enterprise Architecture Framework
  • Define, integrate, evolve and sustain network-centric Core Enterprise Services to support interoperable and collaborative operations, experimentation and demonstration, exercises and training within the SOSSEC program and other supported and supporting organizations.
  • Establish strategic partnerships with other agencies and communities of interest.
  • Conduct regular Layered Defense Demonstrations to evaluate operational concepts, architectures and technologies and to promulgate best of breed concepts to interested communities of practice
  • Provide information and consultation on technologies, standards, lessons learned and best practices to assist agencies and communities to meet their HLS/HLD/Force Protection requirements
  • Support operational security agencies via consultation and solution implementation
  • Become the “underwriter laboratory” of the security solution environment
  • Establish and sustain a cadre of solutions / products, certified and tested against established standards for government clients to pull from thus speeding their selection and procurement process
